I would add more sand and plant your plants, so you can add root caps. My crypts are doing great I’m straight sand with Thrive root caps, I do add Thrive liquid as well for my stem plants
I think since you want to breed it’s important to know what species you own, so you can optimize conditions for that particular species.

A PAR meter will tell you how much light is reaching the bottom if the tank has water in it.
A LUXE meter will read dry lights I believe ?? Just adjust distance to read where bottom of tank would be.

29g is very small for Roselines. I have a 55g and even that is the minimum I’d use.
They need plenty of flow and very clean water. Mine like to hang out under the outflow. Tons of plants and a black background and covered sides as they are very nervous fish.
