Tiger Barbs would be a bit cramped in a 10g! If you're sticking to a tight budget you could go with something like 6-10 of a dwarf rasbora species. I like Espei Rasboras, bright flashy orange with a little black streak (and they're right around 2$ in my area). You could check out AqAdvisor...
Plants or mosses will use up some of the nitrates in your water, depending on how heavily you go they can keep the nitrates on the low end by themselves!
You could also buy water. Most grocery stores around my area usually have a RODI water filling station, you can get a gallon for like 30 cents!
I cover the intake on my power filter with a relatively coarse sponge meant to be used as filter media in a smaller size filter. I used a hobby knife to cut a + shape into the top of the sponge (but not all the way through!) so it could be slid over the intake.
It's been a great light so far, it would probably pair up well with a small planted tank that's getting CO2 and ferts. I've got the intensity at 20-30% on all the color channels for my setup (5g planted w/small internal filter). The only issue I've run into is when power is cut to the light...
Fluval updated their FluvalSmart app that controls the newer bluetooth series lights and has added the ability to set multiple photo periods (finally:eek:). I did have to update the firmware on the light from inside the FluvalSmart app by selecting my light and clicking the little cloud button...
If it's a glass tank, I'd go straight for a razor blade. Most of them have a thin coat of oil on them (to prevent rusting), so just wash the heck out of it first!
I'm also feeding mine New Life Spectrum food (Thera+A non-medicated); but it's listed as "Small Pellet" for the size and is between powder and the .5mm pellets. Keeping a lot of dwarf species, this size really hits the sweet spot!

It pays dividends when you're cleaning filters or need to replace media, too. More media, more cushion! Just try to stagger weeks on which filter systems you're cleaning:thumb:
Rocks would certainly carry biofilm with them, just make sure to keep them wet in transit. Can't give you any specific info on how many you would need or want, but any is better than nothing! Failing anything else you could always just waterchange down to 2 ppm and start from there:)
Any plants in the tank or 'seasoned' media in the filter? You might just need a jumpstart of some existing bacteria to help. I've always had plants in my tanks (fresh from the LFS or cuttings from an established tank) during cycling.
